HC2 Capital Closes $17.6 MM EB-5 Senior Loan for Infrastructure Development Near Austin, TX

HC2 Capital announced the closing of a $17.60 million EB-5 senior loan, funded by 22 investors, to support critical infrastructure development within the Thomas Ranch community, located northwest of Austin.

The senior loan will finance utilities and grading for 424 residential lots, laying the groundwork for future home construction in one of the fastest-growing housing markets in the United States.

“This investment reflects our focus on essential housing infrastructure in markets where population growth continues to outpace supply,” said Jim Crigler, Founder of HC2 Capital. “Infrastructure is often where risk is reduced and visibility is highest, especially when demand is already proven.”

Located approximately 30 miles from downtown Austin, Thomas Ranch represents the closest rural residential development to a major U.S. city. Austin’s sustained population growth and economic expansion continue to drive strong demand for new housing, pushing development outward into well-positioned suburban communities.

Market demand is already evident. A total of 184 lots across Parcel 46 and Parcel 55 have been pre-sold to third-party residential developers for approximately $28 million, or $152,000 per lot, providing early validation of pricing and absorption.
